There are two reasons why the mold is recurring. The first is to understand that mold is a symptom of a much bigger problem, that being water and moisture intrusion. Therefore, it appears that you have an unresolved water and or moisture problem that needs to be corrected before any mold cleaning would be effective. Secondly, even though many sources may claim that bleach is an affective cleaner, it is the worst thing you can use. To better understand why bleach is not effective is to understand the importance of mold in our environment. Mold has a very important function. It is to break down dead organic matter and biodegrade it. Without mold we would have leaves and garbage piled miles high. Furthermore, the way mold feed is that they release enzymes within the dead organic material. These enzymes are what break down the dead organic matter and biodegrade it. The molecules in bleach are so large that they cannot permeate into anything that is porous or semi porous. So when you apply bleach, the molecules that are supposed to kill the mold just rest on the surface and then evaporate away. You may get a false impression that the bleach is working because it bleaches the color away. Bleach is diluted with water. The water can permeate into porous and semi porous material and when it does it feeds the enzymes and allows the mold to magnify. Also, bleach can be toxic!
